A Vital Signs indicator

A majority of the recently released Vital Signs reports,  used  CCL's Composite Learning Index (CLI) as an indicator for learning.

The reports are annual check-ups that measure the vitality of our communities, identify significant trends, and assign grades in at least 10 areas critical to quality of life.
