This Question Scan seeks to identify labour market strategies that support workforce development among specific target groups, such as immigrants, youth and aboriginal peoples.
A comprehensive search of four databases from 1990 to 2006 and forty-six websites identified an extensive empirical literature (476 articles) about labour market adjustment strategies.
The majority of articles address broad themes, such as training initiatives and labour market programs, or the evaluation of government programs and policies. Other sub-themes include alternative work arrangements, and temporary income support.
Few articles of the specific target groups were located and most dealt with the youth and older worker groups. Less than ten percent (10%) of articles had a Canadian focus.
