This Question Scan looks at the mechanisms that help to improve the flow of labour from province to province, and between occupations and industries.
A search of the databases from 1990 to 2006 revealed an extensive literature (388 articles) on mechanisms to improve labour flow, grouped thematically along patterns of labour migration, rural-urban migration, labour migration’s impact, and policies affecting labour migration. Approximately twenty (20%) percent of the research articles have a Canadian focus.
This scan reveals that a further review of evidence is feasible. Articles included under the theme of ‘Policies influencing labour migration’ were retrieved from the grey literature; however, most are low in relevance, or not empirical in nature.
