Question 13: How is the efficiency of post-secondary institutions determined?

Overview

The objective of this question scan was to determine what the relevant literature has to say regarding indices of efficiency for post-secondary education. This scan focussed on the strengths and limitations of the various efficiency indicators used in the evaluation of post-secondary institutions, and the metrics by which these indicators may be measured. Indicators of efficiency are often included in more broad evaluation processes. For a more comprehensive examination of indicators please see the report on post-secondary quality indictors.

 An initial search employing a broad range of search terms in four appropriate databases yielded 157 articles potentially relevant to the topic of post-secondary efficiency indices. Subsequent examination of article abstracts reduced the number to 44. Many of the articles captured in the initial scan were editorial or theoretical. These tended to be opinion pieces often critical of the overall movement toward using accountability measures in assessments of post-secondary education. Only articles relevant to the specifics of efficiency indicators were included.
